Special Issue Information

Dear Colleagues,

Cities are changing—this is a reality. As this change occurs, advances in research must propose solutions to the various problems that arise with this change. Administrations, universities, and companies must cooperate to lay the foundations of the smart city.

Some examples of solutions include the integration of renewable energy sources, energy efficiency (in construction and processes), sustainable mobility, integration of the IoT and smart systems, advanced and efficient infrastructures, water and energy, food sustainability, climate change, sustainable development goals, etc.

In this sense, the main pillars of a city are as follows:

  • Energy efficiency and sustainability;
  • Infrastructure, energy, and the environment;
  • Mobility and IoT.

We invite submissions of both original research and review articles. Additionally, papers pertaining to the V Ibero-American Congress of Smart Cities (ICSC-CITIES 2022) will be included. We hope that this collection of papers will serve as an inspiration for all those interested in the prosperity of smart cities.

Modern cities heavily rely on public transport systems to enhance citizen access to urban services and promote sustainability. To optimize public transport, intelligent computer-aided tools play a pivotal role in decision making. This article tackles the complex challenge of bus timetabling, specifically focusing on improving multi-leg trips or transfers. It introduces a novel multi-objective Mixed-Integer Programming Linear (MILP) model that concurrently maximizes passenger transfers and minimizes budgetary costs, while also adhering to the minimum required quality-of-service constraints for regular (non-multi-leg) trips, and an exact resolution approach based on the ε-constraint method to obtain a set of efficient solutions is used. The competitiveness of the model is validated via a computational experimentation performed over real-world scenarios from the public transportation system of Montevideo, Uruguay. The findings evinced that the MILP model was able to compute a set of Pareto efficient solutions that explore the tradeoff between the number of successful transfers and the cost of the system. Moreover, the best tradeoff solutions surpass the current city timetable, excelling in both the number of transfers and cost efficiency. Full article

The rapid expansion of new technologies and services significantly affects society’s development and initiates significant changes within public administration. Many have decided to implement citizen-centric, data-driven, and performance-focused governance and prepare to transform the existing e-government system into a smart government. Along the way, they have encountered problems such as flaws in existing legislation and in the integration of heterogeneous infrastructure from technical, financial, and privacy perspectives. We propose a new approach to information system modeling that introduces an integration layer for existing databases and services and suggests the application of several innovative technologies to achieve better problem-solving, optimal utilization of resources, and policy innovation. To test the effectiveness of the proposed solution, we have used corresponding weighted digraph models to confirm that the proposed solution achieves the desired effects. We have used the time required to collect documents to measure similarity. The obtained results prove the efficiency of the proposed model and indicate that the same model could be used elsewhere in public administration. Full article

The legal ecosystem is continuously confronted with new challenges and disruptions as a result of the technological invasion initiated by cutting-edge technologies, such as Artificial Intelligence (AI) and Robotics, which have taken over the world. The amalgamation of AI-enabled mechanisms and robotics into human life has elevated significant issues. This digital juggernaut cannot stay constant by the legal landscape, and some degree of assimilation is permitted to pave the way for the efficient administration of justice. The current study is significant since there is a substantial absence of legal research into the implications of AI and robotics on legal rights, which undoubtedly impacts the legal ecosystem. In this study, we have examined the significance, progress, and challenges of integrating Robotics and AI into the legal ecosystem, as they pave way for resilient legal infrastructure. Issues such as privacy, ethical grievances, data protection, confidentiality, and integrity issues are evaluated in this study. The study reviewed existing research into AI and robotics intervention in the legal ecosystem to propose a framework for addressing the increased concerns about the implications of technological apparatus in the legal ecosystem. Finally, the study concludes with recommendations that can be adopted for future work. Full article
