In the present paper, the ’small scale cosmology’ was developed as an independent 615 theory, having no relation to the standard cosmology based on the RWF type models.

minor revisions: 

1- To add references especially in the introduction.  2- At the end of the paper the author should more emphasize their results and how it is related to the standard model of cosmology and to dark matter.  

The new conceptual view of the cosmology at small scales, 694 as the theory independent of the Standard Model of cosmology, is presented.

I am grateful to the Reviewer for his comments and suggestions that led to improvements in the presentation. 
As a response to the suggestion (1), a number of references, mostly in the Introduction, have been added. 
As a response to the suggestion (2), comments on how the theory is related to the standard model of cosmology and to dark matter have been included into the introduction and the concluding section.
The reviewer opinion, that minor editing of English language required, has been addressed. Some cumbersome complex sentences have been simplified.

The presentation was okay, and the topic was sound. However, I think more physical motivation is needed. How does the idea work in a universe dominated by Dark energy? Is this an alternative to astrophysical models? To Dark energy?

I am grateful to the Reviewer for his comments that led to improvements in the presentation.
To address the issue of a potential role of dark energy in the theory, raised by the reviewer, comments on the relevance of dark matter and dark energy concepts to the 'small scale cosmology' have been included.

In general it is a good introduction to a theory "small scale cosmology". The article is written from the aspect of theory deduction. But it may need some real world datas from experiments to confirm the theory in the future.

I am grateful to the reviewer for his comments that led to improvements in the presentation. The comment, that some real world data from experiments may be needed to confirm the theory in the future, has been addressed by including the results, related to the cluster rotation curves, to provide more possibilities for the comparison with observations.
