Cover Story: “Who knows what?” is a challenge for decision-makers when allocating resources to a project. Therefore, evaluating skills over time benefits both decision-makers and team members, leading to successful project completion. The aim of this research was to improve decision-making concerning the level-specific skills of selected scrum roles for digital projects based on an industrial dataset, which effectively impacts industry demand for skills. This study proposes a new mechanism for evaluation based on “the time spent with skills”. The Skill Evolution Evaluation Model (SEEM) was implemented using feeding research findings. The proposed SEEM is a decision-support solution in software project management to evaluate skills that assist in assigning the right person to the right digital project. View this paper
